Proposals are detailed descriptions of feature requests, or enhancements to existing features. A proposal should detail how a feature should behave from the user's perspective, and may also contain implementation guidelines. Proposals are working documents, and not really a formal specification. Nonetheless, they are intended to be document used as the specification link in the Launchpad Blueprints system.
